American Diabetes Association Applauds Virginia for Enacting Landmark Insulin Affordability Legislation

The American Diabetes Association® (ADA) applauds the Commonwealth of Virginia and Governor Abigail Spanberger for signing House Bill 1214 into law, enhancing the state’s existing insulin affordability protections and adding cost-sharing limits to diabetes-related equipment and supplies, becoming the sixth state to do so, an important step to further lower costs for Virginians who rely on insulin and diabetes supplies.

Diabetes equipment and supplies are integral to proper diabetes care. HB1214 places limits on cost-sharing payments for insulin and related diabetes equipment and supplies under state-regulated health insurance plans, helping to reduce out-of-pocket costs for individuals who rely on these lifesaving treatments.  The new law, taking effect July 1, 2026, will limit patient cost-sharing for insulin from $50 to $35 and, similarly, limit diabetes equipment and supplies for state-regulated health plans.

 “Today marks a significant step forward in the fight to make insulin accessible and affordable,” said Monica Billger, director of state government affairs for the ADA. “No one should have to choose between paying for insulin and meeting basic needs. We appreciate Governor Spanberger, Delegate Karrie Delaney and other members of the Virginia legislature for continuing to protect the health and well-being of people living with diabetes.”

The ADA has long advocated for policies that cap insulin costs and expand access to diabetes management tools. Virginia’s action builds on a growing national movement to address affordability and ensure equitable access to care.
